HEDNO’s Announcement, as Non-Interconnected Islands Network Operator, on the Connection Offer for Biomass Plants
HEDNO’s Explanatory Announcement, as non-Interconnected Islands Operator, on the procedure for the provision of Connection Offer for electricity generation Plants with the use of biomass/biogas/bioliquid in the non-Interconnected Islands

Following HEDNO’s Announcement dated on 21.11.2013, as non-Interconnected Islands Network Operator on the procedure for the submission of application forms for the provision of Connection Offer referring to electricity plants with the use of biomass/biogas/bioliquid in the non-Interconnected Islands, the following clarifications are provided:
1. With the application of the L. 4254/2014 (Greek Government Gazette 85/Α/07.04.2014) and according to paragraph 5 of subparagraph ΙΓ.8. of paragraph ΙΓ (Regulations under the competence of the Ministry of Environment, Energy and Climate Change), all electricity generation plants using biomass/biogas/bioliquid, irrespective of the installation capacity, are subject to the procedure for the issuance of the Decision for Approval of Environmental terms.
2. Following the above mentioned Connection Offers that will be provided by the competent HEDNO’s service (Islands Network Operation Department) within the framework of the procedure defined by the Announcement dated on 21.11.2013 will be considered as non-binding.
These Non-binding Offers will be provided with priority order per island electricity system based on the protocol number that the request has received when submitted to the Islands Network Operation Department for the specific system based on the foreseen elements in the HEDNO’s Announcement dated on 21.11.2013. The relevant Tables with the requests have been announced at http://www.deddie.gr , in the Issues for the Non-Interconnected Islands Network Operator, Connections of Renewable Energy Sources Plants.
3. In order to provide the Final Connection Offer, the submission of the relevant request by the Producer is required along with the relevant Decision for Approval of Environmental Terms according to the regulations foreseen in Article 39, paragraph 6 of L. 4062/2012.
Based on the Final Connection Offer, the reservation of the electricity area per island electricity system will not surpass the temporary available capacity limits, as defined by HEDNO’s Announcement dated on 21.11.2013.
The final capacity limits per islands electricity system will be announced after the announcement of RAE’s Decision as foreseen by the L.3851/2010.
