HEDNO announcement on the implementation of l. 4736/2020 (GG Α΄200/20.10.2020) regarding the Preparedness Statements/Connection Activation Applications for RES and CHP stations.

HEDNO would like to inform all RES and CHP station owners that with l. 4736/2020 (GG Α΄200/20.10.2020), Article 20 thereof, new provisions are introduced regarding Preparedness Statements of the connection of RES and CHP stations. More specifically, the following provisions will henceforth apply:
- In any case and in compliance with applicable legislation for the activation of RES and CHP station connections, interested parties shall submit a PREPAREDNESS STATEMENT/CONNECTION ACTIVATION APPLICATION to the competent Operator (HEDNO Regions) with all documentation required by the applicable legislative and regulatory framework.
With Article 20 of l.4736/2020, RES and CHP owners, after the completion of the works for the installation of their station, shall now submit to the competent Operator only a PREPAREDNESS STATEMENT (by completing section 1 of the Preparedness Statement/Connection Activation Application form) including all necessary documentation to ensure that, in case the connection of the station with the Network or the System is not possible due to non-completion of the required connection works, whether these are carried out by the Producer or the competent Operator, Reference Prices which apply for electricity generation stations from RES and CHP are determined not on the basis of the date of activation of the station but instead on the basis of the date of submission of the Preparedness Statement for the works regarding the installation of the station. Upon checking that all required documentation submitted by the interested party together with the PREPAREDNESS STATEMENT is complete and correct, the competent Operator issues the Completion of Works Confirmation.
- RES and CHP station owners who opt for connection of their station to the Network or the System, shall submit to the competent Operator a PREPAREDNESS STATEMENT/CONNECTION ACTIVATION APPLICATION, by filling in Section 1 “PREPAREDNESS STATEMENT” and Section 2 “CONNECTION ACTIVATION APPLICATION” in the Preparedness Statement/Connection Activation Application form including all required documentation as these are listed in sections 1 and 2 of the form.
After the submission of the PREPAREDNESS STATEMENT/CONNECTION ACTIVATION APPLICATION by the interested party, the competent Operator shall assess within five (5) days the station’s capacity for connection with the Network or the System within fifteen (15) days from the date of submission of the aforementioned Preparedness Statement. In case the connection of the station with the Network or the System is not possible within the aforementioned fifteen (15) days or if during these fifteen (15) days a change in the Reference Price occurs, the competent Operator, upon checking that all required documentation submitted by the interested party together with the PREPAREDNESS STATEMENT (section 1 of the Preparedness Statement/Connection Activation Application form) is complete and correct, issues the Completion of Works Confirmation.
- Please note that if errors or omissions are found during the assessment of the PREPAREDNESS STATEMENT/CONNECTION ACTIVATION APPLICATION regarding the completeness and the correctness of the required documentation as per the instructions included on the Preparedness Statement/Connection Activation Application form , HEDNO shall proceed with returning the Preparedness Statement/Connection Activation Application folder together with an explanatory letter to the interested party.
- The required documentation that shall be submitted by the interested party together with the PREPAREDNESS STATEMENT (section 1 of the Preparedness Statement/Connection Activation Application form) includes:
- the attached Operational Enhancement Agreement.
- the license required by the facility planning legislation (legally certified copy of the construction license for the construction of the station or other facility planning document as per legislation).
- the attached Connection Agreement and the proof of payment of the fee for the connection of the station to the Network or the System in accordance with the instructions listed in the Connection Agreement.
- statement by a qualified engineer confirming that the works for the installation of the project have been completed. The above statement shall by all means include the respective inspection report which shall include the date and time of inspection, the main details of the installed equipment, namely the number and the type of production units as well as their technical characteristics, that were inspected and recorded, along with documentation photographs which will include at least a general view of the station and the building or substation (if any).
- The competent Operator shall carry out random checks of the inspection reports at a percentage of 20% of the projects on which these reports were made. If the Operator finds false statements on the completion of the works, the Completion of Works Conformation shall be canceled, DAPEEP shall be notified and the Reference Price shall be determined on the basis of the date of activation of the station (regular or test) reduced by 5%.
- Interested parties who have submitted the Preparedness Statement for the activation of the connection of their station before 20.10.2020 and which to be included in the provisions of L. 4736/2020 (GG Α΄200/20.10.2020), Article 20, they shall submit again to HEDNO, as PREPAREDNESS STATEMENT by filling in section 1 of the form and by including all required documentation as listed in paragraph 43.
