Notice on the application of injection restrictions for RES and CHP stations under Group B
21 March 2025
According to the Methodology for the application of injection restrictions to RES and CHP plants[1] , the Hellenic Transmission System Operator (IPTO) may issue Injection Restriction Orders to RES and CHP stations, in order to limit their injected capacity, for reasons related to maintaining the balance of injections - withdrawals in the HTSO. RES and CHP stations with an installed capacity of more than 400 kW shall be obliged to receive and execute Injection Restriction Orders. For all of the above stations connected to the HEDN, the Methodology foresees their separation into two Groups - Group A and Group B - based on their controllability by HEDNO.
Stations that are controlled by HEDNO, i.e. through the operation of network switches or through a command received in their remote monitoring and control system, are included in Group A. Stations that are not controlled by HEDNO, in which case their curtailment should be carried out by the producers and self-consumers, are included in Group B.
In the context of the implementation of the above Methodology, HEDNO invites producers and self-consumers of stations with an installed capacity of more than 400 kW to take the following actions by 31h March 2025:
- To find out whether their station is in Group A or Group B, by logging in to the RES Application (the steps are described in detail at the end of the communication). Producers of stations belonging to Group A are not required to take any action, as their station, if required, will be disconnected from the Network via a switch operated by the Network Operator or production will be curtailed after the Operator sends an order to the remote monitoring and control system of the station.
- Group B producers and self-consumers, by logging into the RES Application (the steps are described in detail at the end of the notice), can check their contact details (phone number and email address) and if necessary update them. As of April 1(h), any producer and self-consumer contact details now held by the Operator will be considered up-to-date and will be used to send updates, alerts and notifications in order for producers to meet their obligation to limit the injection of their plants.
- Group B generators and self-consumers should be prepared to be able to fully limit the power injected by their station into the Network within 180 minutes of being notified.
Procedure for informing, alerting and finally notifying producers and self-consumers with Group B stations take action to fully limit the power of their stations
Based on load - production estimates, IPTO will invite Group B producers and self-consumers, with an announcement on its website, to remain on standby for the full curtailment of the power of their plants injected into the grid. On the basis of this announcement, HEDNO:
- at least two (2) days prior to the restriction date, will issue a notice on its website so that Group B producers and self-consumers can be on heightened alert for the possibility of receiving notice of a full restriction on the injection of stations
- one (1) day before the restriction date, it will send a text message to all Group B producers and self-consumers, warning them of the very likely possibility that a restriction on the injection of stations may be required the following day
- in the morning of the same day and no later than three (3) hours before the start time of the curtailment, it will send an SMS to all Group B producers and self-consumers notifying them to fully curtail the power they inject into the Network for a specific period of time.
HEDNO will send instructions with relevant examples to the email addresses of Group B producers and self-consumers.
If producers and self-consumers have any questions, they can give a call at 800 400 4000 (option 4).
